He and his team represent over 50 years of combined industry experience, which includes MEP design, ASHRAE Level I, II, & III energy auditing, commissioning, construction management, and LEED work. Our team is proud of its extensive expertise and innovative approach in the field of sustainable design, energy consulting, and construction management, and is a member of the US Green Building Council (USGBC). Our engineers are licensed Professional Engineers in NY, NJ, PA, & CT, and also have Leadership in Energy and Environmental Design Accredited Professionals (LEED AP), Certified Energy Manager (CEM), and Certified Building Commissioning Professional (CBCP) certifications. The firm is a certified Minority Business Enterprise (MBE) in NYC and NJ.
The team has hands on experience in Mechanical Industry which comprises in‐depth experience in ASHRAE level II & III energy auditing and retro‐commissioning of multi‐family residential and commercial buildings, building energy efficiency assessments, HVAC design, building assessment, billing analysis, heating/ cooling load calculations, sizing HVAC equipment, layout HVAC central plan, commissioning of HVAC equipment, performing field measurements, energy analysis, construction management, cost estimating, and reporting. Over the decade, we have been assisting building owners to meet Local Law 87 (LL87) compliance since the NYC enforced the law. We are now assisting the building owners with Local Law 97 (LL97) compliance and guiding the City’s Pathways relevant to their buildings and long-term solutions to avoid/minimize penalties in the future, and meeting LL97’s intent to become Net Zero by 2050. Our engineers are fully familiar with NYCDOB codes, NYCECC codes, and OSHA guidelines. In addition, we have decades of experience in designing various HVAC & plumbing systems, including Boilers, chillers, RTUs, AHUs, DHW heaters, gas piping, etc.
James Barkas, EIT, is a Mechanical Engineer at VGCOM. He has completed various design projects, performed several energy audits, and has been involved in Local Law 97/Local Law 88 compliance projects in the New York City area. James completed his B.E. in Mechanical Engineering from the City College of New York and his M.S. in Mechanical Engineering from the University of Wisconsin-Madison.
Shailesh Kumar Mishra is an Electrical Engineer who runs the Existing Buildings team at VGCOM, overseeing various projects for multifamily and commercial properties. He applies his experience with engineering, construction management, and building science to help his team develop and support the implementation of actionable scopes of work aimed at reducing utility consumption, increasing occupant comfort, and ensuring compliance with local law. He also mentors a team of engineers and guides them with technical skills and project management skills. His experience includes working at a variety of property types, including multifamily residential buildings, hotels, public schools, colleges, and commercial buildings at various locations across the US. Before joining VGCOM, Shailesh performed energy audits and retro-commissioning projects at several commercial facilities.

With a keen ability to identify client needs, Bacil develops tailored strategies that drive efficiency and cost savings. His expertise spans the entire project cycle, from prospecting and negotiation to closing deals and maintaining strong client relationships.
Yutong Qiu is an Energy Analyst at VGCOM. As an Energy Analyst at VGCOM, she is responsible for completing performance audits for existing multifamily buildings & high-rise commercial buildings, including field assessments, utility bill analysis, lighting surveys, energy modeling, cost estimating, financial analysis, and report preparation. She is working with VGCOM towards NYC’s vision for a greener, net-zero New York City, which focuses on achieving net-zero emissions by 2050, building out a green economy through initiatives like the Green Economy Action Plan, and advancing building decarbonization via LL97.
Leo Wang is an Assistant Project Manager at VGCOM. He is involved in building condition assessment, energy audits, and business development. Committed to delivering innovative solutions, Leo works closely with clients and colleagues to achieve their goals and long-term success.
Avinash Girish Bhardwaj is the Director of Energy Engineering at VGCOM. He has performed many energy audits and also acts as project lead for the implementation of large-scale, comprehensive energy efficiency and engineering projects. Avinash has been integral in developing and advancing the energy engineering team. Avinash’s background as a Mechanical Engineer (M.S. University of Massachusetts, Amherst) and as a Business professional (MBA, Webster University) puts him in an ideal position to effectively evaluate and execute sustainable, energy-efficient systems in buildings.
